Annapolis-based state Senator Sarah Elfreth dropped the City Dock-inspired Resiliency Authority bill this week, ending months of speculation about who would sponsor the legislation and what exactly it would do.Senate Bill 457 — which is 10 pages long and already has 16 sponsors — would enable local jurisdictions of more than 30,000 people to create funding structures specifically to mitigate the effects of climate change, including rising temperatures, major rain and storm events, changes in precipitation patterns, and sea level rise.
