Pasadena senator sponsors bill that could give police flexibility on handcuff use when dealing with low-level warrants

Maryland lawmakers are considering a bill that would require law enforcement agencies across the state to implement written policies for how they use handcuffs with non-violent offenders who turn themselves in. The bill, sponsored by Sen. Bryan Simonaire, R-Pasadena, is inspired by a local woman who was handcuffed, shackled and put in a cell after missing jury duty due to a series of miscommunications.
