With Maryland expecting a surplus and growing revenues, Gov. Hogan pushes tax cuts in final budget

Maryland Gov. Larry Hogan on Wednesday laid out details of his final budget as he finishes his second term in office, a plan that proposes generous tax breaks for retirees and some of the working poor.
