As Baltimore opens enrollment for $1,000 monthly payments to young parents, applicants say the need is real

Young Baltimore parents with limited income are hoping to be picked for a “young families success fund” program offering $1,000 a month for two years to 200 young families in the city. Applications are being accepted until 11:59 p.m. Monday.
