Draft map of new Baltimore police districts seeks to balance law enforcement resources, ‘reunite’ neighborhoods

City officials say a proposal to shift the boundaries of Baltimore’s nine police districts would better distribute law enforcement resources and make sure individual neighborhoods aren’t divided into multiple districts.
