Man killed in October by Baltimore County Police was shot in back, attorney general report finds, though shooting was found justified

The man fatally shot by a Baltimore County Police lieutenant in October was hit in the upper right of his back after first firing at least one shot at the lieutenant, according to a report released Monday by the Maryland Attorney General Office.
