Baltimore State’s Attorney Marilyn Mosby shot back at Gov. Larry Hogan Tuesday with a letter accusing the governor of “incessant dog-whistling attacks about Baltimore crime” and rebutting his criticisms that she’s lenient on violent criminals in the city.
